Catalyses the first step in the degradation of chlorobenzoate in Pseudomonas. In many microorganisms, this activity comprises three separate enzymes, EC 188.8.131.52 (4-chlorobenzoate—CoA ligase), EC 184.108.40.206 (4-chlorobenzoyl-CoA dehalogenase) and EC 220.127.116.11 (4-hydroxybenzoyl-CoA thioesterase).
