The plant enzyme also catalyses the reactions of EC 126.96.36.199 (ornithine carbamoyltransferase), EC 188.8.131.52 (putrescine carbamoyltransferase) and EC 184.108.40.206 (carbamate kinase), thus functioning as a putrescine synthase, converting agmatine and ornithine into putrescine and citrulline, respectively.
